Description: | A census held in November 1940 discovered that only 39% of people in London used air raid shelters or underground stations during bombing raids. Most Londoners preferred to stay above ground in homes and offices that afforded little protection. So the government introduced the Morrison shelter. Named after the Home Secretary Herbert Morrison, the shelters had a heavy metal frame and wire mesh sides.
