Thomas George Baring, born 1826, succeeded his father as 2nd Lord Northbrook in 1866, acquiring the family estates at Stratton and the family seat of Stratton Park. He had a glittering political career under various Liberal administrations: Lord of the Admiralty 1857-8; Under Secretary for India 1859-61 and 1861-4; Under Secretary for War 1861 and 1868-72; Under Secretary for the Home Department 1864-6; Viceroy of India 1872-6; First Lord of the Admiralty 1880-5. The Earldom was conferred on him in 1876.
After the break up of the Liberal Party in 1886 over Home Rule, Northbrook left national politics and confined his interests to his estate at Stratton and local matters. As a member of the committee of quarter sessions, he took a leading part in the transfer of authority to the new Hampshire County Council under the Local Government Act of 1888. He became the first Chairman of the Finance Committee and in 1894 Chairman of the County Council. He had been appointed High Steward of Winchester in 1889, and succeeded Lord Carnarvon as Lord Lieutenant of the county in 1890.
