Officiers et soldats de l'Armée française! Le 3 septembre 1939, le gouvernement britannique déclara sans raison et sans motif la guerre à l'Allemagne. Les responsables de cette guerre ont malheureusement réussi à l'époque à inciter le gouvernement français à se joindre de son côté à la déclaration de guerre britannique. Pour l'Allemagne cela constituait une provocation inadmissible. Le gouvernement allemand n'a rien demandé ni exigé de la France. Il n'a pas formulé à l'adresse de la France des prétentions qui auraient pu la blesser. Le peuple allemand, qui alors devait faire face à cette agression en sacrifiant le sang de ses hommes, n'avait éprouvé aucune haine contre la France. Néanmoins, cette guerre ainsi déclenchée précipita de nombreuses familles des deux pays dans la douleur et la tristesse. Après l'effondrement du front franco-britannique qui, par la fuite des Anglais à Dunkerque, tourna à la catastrophe, la France sollicita de l'Allemagne un armistice. Le Reich n'a rien demandé dans cette convention d'armistice qui puisse porter atteinte à l'honneur de l'armée française. Mais des précautions devaient être prises afin d'empêcher - tel qu'il était dans l'intérêt des fauteurs de guerre britanniques - que, grce à des agents payés, la lutte puisse tôt ou tard à nouveau être déclenchée. Mais l'Allemagne ne visait nullement à humilier la France ni a détruire l'empire mondial français mais, au contraire, à arriver par une paix ultérieure raisonnable à une atmosphère de compréhension mutuelle en Europe. Depuis cette époque, la Grande-Bretagne, et maintenant aussi les États-Unis, ont cherché à prendre à nouveau pied sur le sol français pour continuer la guerre - tel qu'il est de leur intérêt - sur le territoire étranger. Après que ces attentats eurent connu partout une fin lamentable, l'attaque anglo-américaine fut déclenchée contre les colonies de l'Afrique du Nord et de l'Afrique-Occidentale. Étant donné la faiblesse des forces françaises, la lutte est plus facile à mener en ces parages que sur les côtes protégées par l'Allemagne à l'ouest. La gouvernement allemand sait depuis vingt-quatre heures que dans le cadre d'une extension de ces opérations, la prochaine attaque aura lieu contre la Corse en vue d'occuper cette île et contre la côte méridionale de la France. En raison de ces circonstances, j'ai dû me décider à donner l'ordre à l'armée allemande de traverser immédiatement la zone non occupée jusqu'à l'heure actuelle et de se rendre aux endroits visés par les troupes de débarquement anglo-américaines. L'armée allemande ne vient donc pas en ennemie du peuple français ni en ennemie de ses soldats. Elle n'a nullement l'intention de gouverner dans ces territoires. Elle n'a qu'un seul but: repousser avec ses alliés toute tentative de débarquement anglo-américaine. Le Maréchal Petain et son gouvernement sont entièrement libres et sont à même de remplir, comme par le passé, leur devoir. Dès à présent, rien ne s'oppose également à la réalisation de leur demande, formulée antérieurement, de venir à Versailles pour y gouvernor la France. Les troupes allemandes ont reçu l'ordre de veiller à ce que, par leur attitude, ils importunent le moins possible le peuple français. Puisse cependant le peuple français considérer que, par l'attitude de son gouvernement en 1939, le peuple allemand a été précipité en une guerre pénible qui a plongé des centaines de milliers de familles dans la douleur et la tristesse. Le gouvernement allemand, de même que ses soldats, ont le désir, dans toute la mesure du possible, non seulement de protéger ensemble avec l'armée française les frontières de la France, mais encore, avant tout, d'aider à préserver à l'avenir les possessions africaines des peuples européens contre des actes de brigandage. Since that time Great Britain, and now the United States too, have attempted to regain a foothold on French soil to continue the war - as it is in their interest to do - on foreign territory. After these attempts had all come to a lamentable end, the Anglo-American attack was unleashed against the colonies of North Africa and West Africa. Given the weakness of the French forces, the fight is easier to pursue in these waters than along the coasts protected by Germany in the west. The German government has known for twenty-four hours that in the context of an extension of these operations, the next attack will be launched against Corsica with a view to occupying the island and against the southern coast of France. Because of these circumstances, I have had to decide to give the German army immediate orders to cross the zone not occupied up to the present time and go to the places the Anglo-American disembarkation troops have in their sights. Therefore the German army is not coming as an enemy of the French people or as an enemy of its soldiers. It has absolutely no intention of governing in these territories. It has only one objective: repelling with its allies any Anglo-American attempt at disembarkation. Field-Marshal Pétain and his government are completely free and in a position to fulfil their duty, as in the past. And from now on, there is no objection either to the realisation of their previously formulated request to come to Versailles to govern France from there. The German troops have received orders to take care that by their attitude they cause the French people as little trouble as possible. However, may the French people bear in mind that, through the attitude of their government in 1939, the German nation was precipitated into an arduous war that has plunged hundreds of thousands of families into grief and sadness. Both the German government and its soldiers have the wish as far as humanly possible not only to protect the frontiers of France, together with the French army, but also above all in the future to help preserve the African possessions of the European nations against acts of banditry. Only when blind fanaticism or agents in the pay of England oppose the advance of our troops, the outcome will be forced by arms. Moreover, many French people will certainly demonstrate the understandable wish to be freed from occupation, but let them all have the firm conviction that the German soldier too would prefer to be able to live and work peacefully in his own country at the side of his wife and children, or in his father's house. The more quickly this power which for three centuries has set State against State and in the past has so often also plundered France, and is waiting at this very moment to plunder it again, is annihilated, the sooner the wishes of both the occupied French territories and the occupying German troops will find fulfilment.
