Description: | The medal is a six pointed star of gold coloured metal. The royal cypher GRI VI is embossed in the centre, within a circlet that has the words 'THE 1939 - 1945 STAR' around. A crown is positioned on the circlet at the top. The ribbon has three equal stripes of dark blue, red and light blue, symbolising the Royal and Merchant Navies, the Army and the Royal Air Force. William (Bill) Higgins was born in May Street, Walsall, in 1916 and lived in Walsall throughout his life. He was a builder by trade, and became a Councillor for Walsall from 1972 - 1982. He served in the Territorials, then in the 5th and 6th South Staffordshire Regiments.
