This is a Ferranti FE295 trigatron radar frequency modulator. The trigatron disc sealed spark-gap modulator was originally designed to regulate pulses in radar circuits that drove the magnetrons. They are essentially high speed switches that work by ionising a gas between the electrodes. The type of gases used in such devices are; air, noble gas-oxygen mixes, nitrogen, hydrogen, or sulphur hexafluoride. The gas determines the minimum voltage and current that the device will operate at, as a switch. In this case the gas employed is reputedly a hydrogen/water vapour mixture. These valves are apt to explode because they are gas filled at high pressure. Larger types with thin balloon envelopes usually have resin coated nets covering the glass to prevent flying shards. Trigatrons, especially those of the disc seal type, iare often called TR cells, TR switches, spark-gap switches or spark-gap TR cells.
