La loi du 27 juillet 1917, sur les Pupilles del al Nation, votée à l'unanimité par la Chambre de Députés et par le Sénat, est une loi de
liberté, de fraternité, de respect mutuel, de concorde et de solidarité sociales. Elle sear appliquée dans cet esprit.
C'est une Loi de Liberté
la Nation, en adoptant les Orphelins de la Guerre, ne veut prendre ni la place de leurs mères, ni celle de leurs tuteurs naturels ; elle ne
retire aux parents ancun droit, elle ajoute seulement sa protection à la leur. De plus, l'Etat autorise toutes les Œuvres existantes et
offrant les garanties suffisantes à exercer leur patronage sur ces Orphelins.
C'est une Loi de Fraternité
et non pas d'assistance. Elle est faite pour le riche comme pour le pauvre. L'Etat a contracté une dette sainte envers les Pupilles de la
Nation. La loi assure à ces enfants inégaux par la fortune le même titre d'honneur. Elle la rapproche les uns des autres par un brevet de
noblesse quit leur est conféré et qui rappelle le sacrifice de leurs pères tombés pour la salut commun.
C'est une Loi de Respect Mutuel
La volonté du père défunt ou, à son défaut, volonté de la mère, sera rigoureusement observée. Leurs traditions, leurs croyances, leurs
sentiments seront scrupuleusement respectés, notamment en ce qui concerne le genre d'education à donner à l'enfant. La loi s'efforcera
avant tout de maintenir les traditions de la famille française dont les droits seront sauvegardés et dont elle favorisera la renaissance.
C'est une Loi de Concorde et de Solidarité
Elle a pour but essentiel de pratiquer l'union sacrée en accomplissant la plus noble des missions: la protection et la formation de
l'enfant. La meilleure manière d'honneur ceux qui ne sont plus, n'est-ce pas de continuer cette union, partie intégrante de la force morale
de la Nation, née d'un amour profond de la Patrie et scellée dans le sang de bataille?

Le Juillet 1790, dans la grande fête de la Fédération, la France entière, par les Représentants de toutes ses provinces, jurait au Champs-
de-Mars, sur l'autel de la Patrie, de rester unie et indivisble dans la Défense de la Liberté reconquise. Le 14 Juillet de l'an dernier,
par l'émouvante revue des drapeaux, on a voulu glorifier ceux qui luttent avec tant d'héroisme sous les plis du symbole prestigieux de la
Patrie. Pour le 14 Juillet de cette année, peut-on trouver un symbole plus touchant qu'une manifestation solennelle en l'honneur de ceux
qui sont morts pour la France, et dont les enfants adoptés par la Nation vont devenir des frères et des sœurs? Voilà le sens et la portée
exacts de la Loi du 27 Juillet 1917 sur les Pupilles de la Nation. Elle peut et doit réunir tous les Français dans une communauté étroite
des esprits et des cœurs.

[National Office of the Wards of the Nation. French Republic 14 July 1918. Law of 27 July 1917Men and women of France, the Law of 27 July
1917 on the Wards of the Nation, approved unanimously by the Chamber of Deputies and the Senate, is a law of liberty, fraternity, mutual
respect, and social harmony and solidarity. It will be applied in that spirit. It is a Law of Liberty. The Nation, by adopting the War
Orphans, does not want to take the place of their mothers or that their natural guardians; it does not withdraw any right from their
relatives, it merely adds its protection to theirs. In addition the State authorises all existing charities that offer adequate safeguards
to exercise their patronage over these orphans.It is a Law of Fraternity and not of assistance.It is made for both the rich and the poor.
The State has contracted a sacred debt towards the Wards of the Nation. The law ensures to these children who are unequal in fortune the
same honourable title. It brings them close to one another by a badge of nobility that is conferred upon them as a reminder of the
sacrifice of their fathers who fell for the common good.It is a Law of Mutual RespectThe wishes of the deceased father or, in his absence,
the wishes of the mother will be strictly observed. Their traditions, their beliefs, their feelings will be scrupulously respected,
particularly as regards the type of education to be given to the child. The law will endeavour above all to maintain the traditions of the
French family whose rights will be safeguarded and the rebirth of which it will encourage.It is a Law of Harmony and Solidarity.It has as a
crucial aim the achievement of sacred unity by accomplishing the noblest of missions: the protection and upbringing of children. Is not the
finest way of honouring those who are no longer with us to continue that unity, an integral part of the moral strength of the Nation, born
of a deep love of the Country and sealed in the blood of battle? Men and women of France, in July 1790, at the great celebration of the
Federation, the whole of France, through the representative of all its provinces, swore on the Champs-de-Mars, on the altar of our Country,
to remain united and indivisible in defence of regained Liberty. On 14 July of last year, through the moving review of the flags, we wished
to glorify those who are fighting with such heroism under the folds of the prestigious symbol of our Country. For the 14 July of this year,
can we find a more moving symbol than a solemn demonstration in honour of those who have died for France, and whose children, adopted
by the Nation, are going to become brothers and sisters? This is the exact meaning and scope of the Law of 27 July 1917 on the Wards of the
Nation. It can and must unite all French people in a close community of minds and hearts.
