Vaincre d'abord!

[Peace treaty. The enemy’s peace. Germany declared in 1917 that it desired a peace without compensation or annexations. For believing its
word, Russia has been dismantled, humiliated and ruined; it has lost its provinces, its allies, it is suffering famine and anarchy.
Rumania, likely to see itself divided between Austria and Bulgaria, had to cede part of its territory to its worst enemies and effectively
become Germany’s vassal. By the conditions imposed on Russia and Rumania, we may judge those that would be reserved for us if we let
ourselves be caught in the snare. Win first!
