This winding-river scene is probably a view of the Medway. In the centre middle distance is a small coastal vessel with its mainsail hauled up, behind which is a larger ship sailing before a light breeze. Three state barges lie at anchor in the foreground. On the far bank of the river is a fort, possibly Hoo Ness (now called Folly Point), and a church (St Werburgh, Hoo) on the horizon. Alternatively, the buildings on the left might be Cockham Fort, looking north towards Hoo.
