The obverse and obverse legend is the same as the obverse for some of the coins of George III.A search of the internet using 'MACNIVEN & CAMERON PENS' suggests that MacNiven and the Camerons started working together in the 1840's and that this company, originally based in Edinburgh, continued until c.1964. Waverley, Pickwick, Owl and Hindoo were types of pen made by the company as were: Phaeton, Nile and Commercial.
